社会主义现代化国家金融强国的目标与实现路径研究

摘要
2023年10月中央金融工作会议提出建设金融强国的战略目标,这是新时代建设社会主义现代化国家进程中的一项重要决策.金融强国既是金融发展在国家层面的目标状态,也是金融发展增强国家竞争力的作用过程.经过较长时期的发展,我国已经成为世界金融大国,但与金融强国的建设目标还存在一定差距,也面临一些风险挑战,建设社会主义现代化国家金融强国,需要在金融发展、金融治理和金融国际化等三个主要层面符合一系列基础性目标要求.基于"现状分析—目标设定—路径选择与实施方案"的系统性分析框架,建设社会主义现代化国家金融强国的战略路径,可以从政策框架制定、金融机构改革、金融市场建设、金融科技应用、金融监管增效、金融开放扩大等六个主要方面展开.此外,既要做好金融教育和培训工作,提高社会公众、金融从业人员和中小企业主的金融素养,还要培育良好的金融文化和打造宽松的社会环境,激发社会的创造力和创业激情,打造一个开放、包容的金融生态,鼓励创新思维和企业家精神的蓬勃发展.
Abstract
In October 2023,the Central Financial Work Conference proposed the strategic goal of building a strong financial country,which is an important decision in the process of building a socialist modernized country.Financial powerhouse is not only the target state of financial development at the national level,but also the process of enhancing national competitiveness through financial development.After a long period of development,China has become a world financial powerhouse,but there is still a certain gap between the construction goals of a financial powerhouse and some risks and challenges.To build a socialist modernized country as a financial powerhouse,it is necessary to meet a series of basic goals and requirements at the three main levels of financial development,financial governance,and financial internationalization.Based on the system analysis framework of"current situation analysis-goal setting-path selection and implementation plan",the strategic path of building a socialist modernized country into a financial powerhouse can be carried out from six main aspects:policy framework formulation,financial institution reform,financial market construction,financial technology application,financial regulatory efficiency enhancement,and financial openness expansion.In addition,it is necessary to do a good job in financial education and training,improve the financial literacy of the public,financial practitioners,and small and medium-sized enterprise owners,cultivate a good financial culture and create a relaxed social environment,stimulate social creativity and entrepreneurial passion,create an open and inclusive financial ecosystem,and encourage the vigorous development of innovative thinking and entrepreneurial spirit.
