科技新型举国体制下关键核心技术创新模式与路径分析——以陕西为例

摘要
文章探讨了地方政府在科技新型举国体制下,实施关键核心技术创新的可行模式和实施路径,分析了地方政府在参与攻关国家关键核心技术创新过程中的层次和强度,在此基础上,构建了地方政府科技新型举国体制下关键核心技术创新的基本模型.基于该模型分析了陕西推进关键核心技术创新的举措、成效与挑战,发现陕西仍需进一步理顺政府与市场、投入与产出、研发与应用,以及管理制度与流程等关系,以提高陕西科技管理体制对关键核心技术突破的有效性.最后,从国家与地方协同创新角度,提出陕西一方面需要积极加强与中央政府在科技项目上的合作,提升关键技术创新绩效;另一方面,应从推动力量、保障基础和参与模式三个维度建立科技新型举国体制下陕西关键核心技术创新模式.
Abstract
The feasible mode and implementation path for local governments to implement key core technological innovations under the new national lifting system are explored,and the level and intensity of local governments'participation in the process of attacking national key core technological innovations are analyzed,based on which a basic model of key core technological innovations under the new national lifting system for local governments'science and technology is constructed.Based on this model,Shaanxi's initiatives,effectiveness and challenges in promoting key core technology innovation are analyzed,and it is found that Shaanxi still needs to further rationalize the relationships between the government and the market,inputs and outputs,research and development and application,and management systems and processes,in order to improve the effectiveness of Shaanxi's science and technology management system on key core technology breakthroughs.Finally,from the perspective of national and local synergistic innovation,it is proposed that Shaanxi needs Shaanxi to actively strengthen cooperation and synergy with the central government on S&T projects to improve Shaanxi's key technology innovation performance on the one hand;on the other hand,Shaanxi should establish a new model for Shaanxi's key core technology innovation under the new national system of S&T in the three dimensions of driving force,guarantee foundation and participation mode.
