A Political Economy Analytical Framework for Reshaping State Capacity and Economic Development
The role of national capacity in long-term economic development is becoming increasingly important.A deep understanding of national capacity is the key to exploring a new round of economic growth momentum,and it is also an urgent need for China to promote the modernization of national governance capacity.However,the existing research on state capacity is mainly based on the theoretical framework of political science and neoclassical political economy,which is caught in the predicament of redundant empirical research and insufficient theorization.Regarding the composition of national capacity,the theoretical community has emerged with"two factor"theory,"three factor"theory,"four factor"theory,and more complex"N factor"theory,with more differences than consensus,resulting in national capacity being actually a floating concept and seriously lacking in theoretical level.By criticizing the existing literature and rediscovering the value of Marxist state theory,this paper proposes a brand-new conceptual structure of state capacity,including four dimensions:coercive capacity,financial capacity,administrative capacity and ideological capacity.The existing literature on national capacity has greatly underestimated the importance of the dimension of national ideological capacity.This article,for the first time,reiterates the necessity of incorporating ideological capacity into the theory of national capacity and expands the connotation of the"four factors"theory of national capacity.This paper also further introduces state capacity into the social structure theory of accumulation of Bowles and others,and reconstructs the theoretical framework of state capacity and economic development in the perspective of Marxist political economy.Compared with neoclassical political economy,the theory of state capacity in the perspective of Marxist political economy has stronger explanatory power for the nonlinear relationship between state capacity and economic development,and is of great revelation to the realization path of high-quality economic development in China.
