The purpose of this paper is to explore the creation of a China-led regional energy value chain as an important element of China's energy industry's high-level opening-up during the 14th Five-Year Plan and in the future.The article firstly describes the historical evolution of China's energy international cooperation in the past 40 years of reform and opening up;Secondly,it evaluates the performance of China's energy international cooperation since the reform and opening up from the three aspects of economic growth effect,scientific and technological innovation effect,and value chain upgrading effect;Thirdly,it analyzes the practical basis of China's international cooperation in energy,and proposes to deepen the cooperation with Central Asian and West Asian countries,and to jointly build the China-Central Asia.It also analyzes the practical basis for China's energy international cooperation,and proposes a path to build a China-Central Asia-West Asia energy regional value chain through deepening cooperation with Central and West Asian countries,and then reshaping the energy global value chain.The research in this paper provides theoretical support and policy options for promoting energy international cooperation under the new development pattern.
