摘要
俄罗斯目前正在制定其金融国家战略，本文对其政策背景与国家战略制定的基本情况进行了介绍，对金融教育和金融扫盲工程的定义、范围和目标进行了阐述。同时，对项目实施进程中需要解决的任务、计划、试点地区，前期调查等准备工作进行了深入分析。
Abstract
Russia is making its national financial strategy presently. The paper introduces Russian policy background and the ba-sic situation of the national strategy development, expatiates on the definition, scope and objective of the financial education and fi-nancial literacy project. At the same time, the paper deeply analyzes the preparatory work such as the task, plan, pilot areas, initial in-vestigation which need to be solved in the process of implementing the project.
