Implementation Mechanism and Optimization Path of Resilience Governance of Digitally Empowered Communities under the Concept of People-Oriented City
Under the background of the construction concept of people-oriented city,the external impact of risk society,and the rapid development of digital technology,communities urgently need to achieve governance paradigm transformation and governance efficiency improvement.Strengthening resilience governance has become a practical choice for communities to cope with challenges and implement the concept of people-oriented city construction.How digital technology can enhance community governance resilience,how resilience governance can improve residents'satisfaction have become important goals for community governance in the new era and important issues for academic research.A review of the existing literature shows that there are many research achievements on community resilience governance,but there are few studies on how to combine digital technology empowerment with community governance resilience.At the same time,the value orientation and implementation mechanism of digital empowered community resilience governance are not fully discussed.The ultimate goal of digital empowered community resilience governance is to realize people's yearning for a better life and build resilient,open,safe,and intelligent people-oriented communities.Digital technology provides a platform for community governance,and the realization of digital enabling community resilience governance is a gradual process,which needs to establish an appropriate balance between rigid technology and flexible governance,the people-oriented and technical resilience of community governance.The"good governance"logic of people-oriented and people-based interconnection,the"good governance"logic of governance efficiency and resilience level integration,and the"smart governance"logic of digital technology and social governance embedded.The triple logic answers the fundamental question of why digital technology enables community resilience governance.This paper uses the SFIC framework to analyze the process of community resilience governance,takes the embedding of digital technology as the catalytic factor,and takes the synergistic motivation,institutional design and organizational guarantee as the governance scenario.The first link is"to achieve dialogue",which breaks the cooperation barriers of multiple subjects by information sharing to achieve inter-subject dialogue;the second link is"to build trust",which sets up a collaborative platform and space carrier for the interaction and communication of multiple subjects through scene expansion;the third link is"to put into action",which organizes and carries out community action through social risk monitoring to form a situation of full cooperation;The fourth link is"reaching consensus",which uses intelligent communication services to reach consensus among multiple subjects and form emotional identification.These four links contain collaborative participation mechanism,spatial interaction mechanism,risk prevention mechanism and emotional identification mechanism,which form a virtuous cycle of governance in multiple reciprocal outputs,constantly enhancing the subject resilience,spatial resilience,technical resilience and psychological resilience of the community,and also improving the overall governance efficiency of the community.In the real scenario of community governance,the embedding of digital technology has objectively formed the governance dilemmas,such as the imbalance of community governance forces caused by the difference in subject technology choice,the lack of spatial planning and management hindering the improvement of community resilience ability,the anomie of community technology governance power causing technical security risks,and the overemphasis on technical rationality affecting the construction of residents'emotional values.To break through these dilemmas,we need to adhere to the concept of people-oriented community construction,from strengthening the guidance of party building to build people-oriented communities built,governed and shared,expanding public space to create a new field of cooperation and interaction of neighborhood harmony,conducting technical regulation to form a new type of community with security,wisdom and resilience,and shaping emotional identity to build a community with public spirit.Through these four aspects of action paths,we can realize the transformation of inefficient"negative"empower of community governance to efficient"positive"empower,and build resilient,open,safe and intelligent people-oriented communities.
