The Practical Transformation Logic of Historical Initiative in the Process of Chinese Modernization:Take the Third Plenary Sessions of the Centrals Committee of the CPC since the Reform and Opening-Up for Example
The Resolution of the Central Committee of the Communist Party of China on Further Deepening Reform Comprehensively to Advance Chinese Modernization was adopted at the third plenary session of the 20th Central Committee of the Communist Party of China(CPC).It clearly defines the target requirements and strategic plans for accelerating a new round of reforms,embodies the historical initiative of the Central Committee of the CPC,with Comrade Xi Jinping as its core,to improve and develop the system of socialism with Chinese characteristics,and modernize China's system and capacity for governance.It is a typical example of the CPC continuing to carry forward the historical initiative in the new era.It is worth noting that the CPC's transition from carrying forward the spirit to seizing the historical initiative involves an intermediary link called"practical transformation",and explaining the logical mechanism of this link in the process of Chinese modernization is the basic path to know and understand how the CPC can realize the transition from"modernization in China"to"Chinese modernization".This paper uses the method of combining literature analysis and case study,based on the general provisions of Marxism on the practical transformation of the historical initiative,takes the third plenary sessions of the Centrals Committee of the CPC since the reform and opening-up as examples,and analyzes in depth the logic of the practical transformation of the historical initiative in the process of Chinese modernization,and further proposes realistic paths to promoting the historical initiative to achieve better and faster transformation.This paper shows that the theoretical principles of historical materialism implicit in the historical initiative,the spiritual character of the proletarian party,and the consciousness of the people's historical subjectivity constitute the internal provisions for the transformation of practice.The third plenary sessions of the Centrals Committee since the reform and opening up have fully embodied the historical initiative of the CPC in establishing reform goals based on special national conditions,formulating action plans around the goals at various stages,adhering to the leadership of the CPC to build historical synergy,and relying on great achievements to enhance historical self-confidence,which constitutes the practical transformation logic of the historical initiative in the process of Chinese modernization.In the new era and new journey,we must closely follow the core theme of Chinese modernization,focus on the organic combination of the"two revolutions",deepen the understanding of social and historical laws,enhance the guidance of mainstream ideology,and enhance the capacity of underlie governance by CPC,so as to provide strong driving force support for build a great country and move toward national rejuvenation on all fronts.Currently,academic research on the historical initiative is gradually evolving from the basic and theoretical stage to the practical stage of how to continue to carry it forward and promote social and historical development.This calls for a more systematic and in-depth theoretical study and a more practical approach to the operationalization of the historical initiative,but practice has shown that the transformation of any spiritual concept into reality and the"revolutionision of the existing world"involves a process of concrete practice.This paper contributes to the existing literature in two aspects:first,from the principle of historical materialism and a holistic perspective,it clarifies the core meaning of the transformation of the historical initiative from the"conceptual existence"to the"real existence";Second,it analyzes the logic of practical transformation of the historical initiative in the process of Chinese modernization from the aspects of goal selection,program formulation,social mobilization,and organization and implementation,and accordingly proposes realistic paths to accelerating the practical transformation of the historical initiative,which is not only likely to enhance the self-consciousness,mobility and confidence of the CPC and the Chinese nation to further deepen the reform in an all-round manner around the advancement of Chinese modernization,but also provides methodological reference for the new journey of the new era with a strong sense of historical initiative to reach a new frontier in adapting Marxism to the Chinese context and the needs of the times.
