As an important strategy for the revival of old cities, the spatial reconstruction and social impact of cultural policies that lead to urban renewal have attracted wide attention from scholars. This paper combs the interactive relationship between cultural policies and the regeneration of the old city, selects three historical style blocks in the Ming District of Xi'an as the research object, compares and analyzes the renewal model from the perspective of spatial reconstruction, driving mechanism and social effects, and analyzes the internal logic of cultural renewal. The research finds that:①Xi'an's cultural policy highlights industrialization, tourism and commerce, and focuses on the three modes of transformation and renewal, imitation and renewal, and attachment and renewal of historical and cultural resources, with differentiated spatial reconstruction and driving force;②The renewal of cultural policy has the logic that the government dominates the spatial order, the state-owned enterprises implement the policy intention and management, and the space is reconstructed by replacing the residential function with commercial function;③Historic style blocks are cut and pieced together into"Disneyization"theme blocks by selecting architectural styles of specific periods, which covers local cultural characteristics under the symbol system.
