Exploration on construction of localization system of provincial protection and inheritance under the guidance of system view
The governance system and settlement system of urban and rural historical spaces in China have strong regional integrity and systematicity."Province"is the highest level of local government in China,and is a key level that connects the upper and lower levels in the governance system.Its formation,development,and evolution are different from settlement types such as cities and rural areas,and have special logical mechanisms and typical characteristics.At present,our country is promoting the establishment of a multi-level and full-coverage urban and rural historical and cultural protection and inheritance system.The construction of a provincial protection and inheritance system is an important part and a pioneering work.So,this paper takes the research perspective of the system view as the starting point,takes Anhui Province as an example,and tries to establish the basic framework of the provincial protection and inheritance system from the three aspects of provincial value judgment,protection pattern construction and protection strategy formulation.It is hoped that this can provide useful reference for the innovation of theoretical methods for the localization of historical and cultural protection in the new era.
