The new national system is a system of scientific and technological innovation with Chinese characteris-tics,and its existence is of great significance for China to achieve self-reliance in high-level science and technolo-gy,to get rid of the dilemma of"stuck necks"and to promote the development of new quality productive forces.To further improve the new national system and enhance the overall efficiency of the national innovation system,it is necessary for us to deal with the relationship between the government and the market.The government's organiza-tional role should be strengthened in the new national system to further realize the combination of a promising gov-ernment and an effective market,and to work jointly on major scientific and technological projects.It is also vital to deal with the relationship between the strategic science and technology forces and the enterprises.The principle sta-tus of enterprise innovation should be highlighted with the creation of a favorable innovation ecosystem,while the strategic science and technology forces of the state should be continuously strengthened.Moreover,it is important to address the relationship between self-reliance and opening-up and cooperation.A highly efficient mechanism for joint internal and external joint innovation would be constructed based on the country and oriented to the world.
