The arrival of modern risk society brings new challenges and requirements to the social govern-ance and power supervision of state organs.The administrative public welfare litigation in our country shows the lag of the public welfare relief after the event,and it is difficult to achieve the purpose of comprehensively pro-tecting the national interest and the social public interest under the risk social governance model.At the time of the special legislative process of the procuratorial public interest litigation law,it is necessary to further exert the preventive function of the procuratorial administrative public interest litigation,clarify the legal supervision orientation of risk prevention by the procuratorial organs,respect the leading role of the administrative organs in public interest maintenance and national governance,and look forward to the preventive public interest litiga-tion system,so as to standardize the filing conditions for the preventive administrative public interest litigation.
