R&D Resource Mismatch and R&D Output Efficiency:A Comparative Analysis of Shaanxi and Zhejiang
Based on the data of China's manufacturing industry from 2011 to 2021,this paper quantitative-ly studied the degree of R&D resource mismatch between Shaanxi Province and Zhejiang Province and its im-pact on the overall R&D output.The results show that,compared with Zhejiang,Shaanxi has a higher degree of misallocation of manufacturing R&D resources and is more inclined to over-allocation.The allocation of manufacturing R&D resources in the two provinces shows a certain improvement trend,but Shaanxi has obvi-ous volatility and the allocation deteriorates significantly from 2018 to 2020.More serious resource mismatch is the main reason leading to the poor performance of Shaanxi R&D output efficiency.The difference of R&D re-source allocation efficiency between the two provinces is related to the difference of private economic activity and market mechanism maturity.The study highlights the importance of optimizing the allocation of R&D re-sources for the latecomer regions to achieve innovation transcendence,and has positive implications for Shaanxi and other provinces to improve the overall efficiency of innovation system and achieve high-quality economic development.
