Allocation of Refined Oil Pipeline Transmission Capacity under Market-Oriented Mode
Most of the existing studies focus on the allocation in the scenario of balance between transmission capacity and shippers'de-mand,and the proposed method cannot be applied to the capacity coordination under the scenario of imbalance between capacity and shippers'demand.A capacity allocation model to solve the mismatch between transmission capacity and the demand of shippers is pro-posed based on the existing research.The model maximizes the shippers'satisfaction,and fully considers requirements of different ship-pers.Through applying the model to a actual refined oil pipeline,the allocation scheme that satisfies all shippers'requirements can be obtained.Meanwhile,under the premise that the delivery volume deviation is less than 5%and the delivery time deviation is less than 2 hours,two indexes are proposed in this paper,which can help field decision-makers to select the optimal one from multiple obtained schemes.The research results have certain guiding significance for the scientific allocation of refined oil pipeline transportation capacity under market-oriented operation mode.
