摘要
长三角地区成为吸纳流动人口的重要地区,而流入长三角地区的少数民族人口生存境遇相对弱势,文化适应相对漫长,关系网络相对封闭,融入过程相对艰难.长三角地区民族互嵌式城市治理面临工作目标与执行方式、短期利益与长期发展、主观需求与客观现实、尊重差异与文化交融等现实矛盾.应该以铸牢中华民族共同体意识为主线,依靠理念革新、数据赋能、三社融通、政企协同、权益共享、关系塑造等行动,着力打造理念认知网、信息联通网、组织行动网、就业保障网、社会服务网、情感支撑网,探索民族互嵌式城市治理模式.
Abstract
The Yangtze River Delta region has become the main force in absorbing the floating population of ethnic people.Investigation and analysis based on empirical studies found that the living situation of the ethnic floating popula-tion in the Yangtze River Delta is relatively disadvantaged,cultural adaptation is relatively long,the relationship network is relatively closed,and the integration process is relatively difficult.Ethnic-embedded urban governance in the Yangtze River Delta region faces four sets of realistic contradictions,such as work goals and implementation methods,short-term interests and long-term development,subjective needs and objective reality,and respect for differences and cultural inte-gration.The party committee and government must rely on actions such as concept innovation,data empowerment,inte-gration of the three types of social organization,government-enterprise collaboration,equity sharing,and relationship shaping to build a conceptual awareness network,an information connectivity network,an organizational action network,an employment security network,a social service network,and an emotional support network.The party committee and government must explore an ethnic-embedded urban governance model,and forge the sense of community for Chinese na-tion.
