摘要
民族地区易地搬迁脱贫人口生计的可持续发展为推进共同富裕和铸牢中华民族共同体意识提供了实践经验.将易地搬迁安置区分为"省会经济圈辐射区""东西协作重点帮扶区""国家扶贫移民开发区"和"就地就近县内安置区"四种类型,综合分析不同安置区搬迁脱贫人口的生计资本和生计策略可以发现,宁夏易地搬迁脱贫人口生计发展面临生计资本不均衡、政策依赖度较高、社会治理难度大、市场化程度低等问题.有鉴于此,应立足易地搬迁与乡村振兴有效衔接,尝试从培育人力资本、释放资源要素活力、完善基础发展环境和推进基层社会治理等方面提出后续扶持优化建议.
Abstract
The sustainable development of the livelihoods of poverty-stricken people who have relocated from ethnic areas provides practical experience for promoting modernization of common prosperity and forginging the sense of com-munity for Chinese nation.Taking Ningxia Hui Autonomous Region as the research area,the relocation and resettlement areas are divided into four types:Provincial Capital Economic Circle Radiation Area,East West Cooperation Key Assis-tance Area,National Poverty Alleviation and Immigration Development Zone,and Local and Nearby County Resettlement Area.Based on 527 survey data,the livelihood capital and livelihood strategies of the relocated poverty-stricken popula-tion in different resettlement areas are comprehensively analyzed.In this article,the author has pointed out that the liveli-hood development of the poverty-stricken population who have relocated to other areas in Ningxia faces problems such as imbalanced livelihood capital,high policy dependence,difficulty in social governance,and low degree of marketization.It is attempted to propose follow-up support and optimization suggestions from the aspects of cultivating human capital,re-leasing the vitality of resource elements,improving the basic development environment,and promoting grassroots social governance.
