新时代我国节粮减损政策文本量化分析

摘要
对节粮减损政策文本进行分析,有利于后期政策体系的完善,对于保障国家粮食安全具有重要意义.文章构建"政策工具——粮食产业链"二维分析框架,采用内容分析法,运用NVivo12Plus质性分析软件,对 2012～2023 年国家层面的 75 份节粮减损政策文本进行编码统计,并对编码结果的单一和交叉维度加以分析.结果显示:环境型政策工具使用偏多而需求型政策工具应用欠缺,政策工具使用与粮食产业链结合不均衡.未来应优化政策工具结构,推动节粮减损可持续发展.
Abstract
The analysis of the policy text of grain saving and loss reduction is conducive to the improvement of the later policy system and is of great significance to ensuring national food security.This paper constructs a two-dimensional analysis framework of"policy tool and grain industry chain",uses content analysis method and qualitative analysis software NVivo12Plus,and makes coding statistics on 75 national-level grain saving and loss reduction policy texts from 2012 to 2023,and analyzes the single and cross dimensions of the coding results.The results show that environmental policy tools are used more than demand policy tools,the combination of policy tools and grain industry chain is not balanced.In the future,we should optimize the structure of policy tools to push the sustainable development of grain saving and loss reduction.
