Between"Administrative Efficiency"and"Cultural Nexus of Power":Emotional-Rational Complex and Practical Wisdom in Township Grassroots Governance
"Emotion-rationality"plays an important role in China's grassroots social governance,but there is still room for further study on its concrete practice.The grassroots practice of the comprehensive administrative law enforcement sub-bureau of W Town in northern Zhejiang Province,according to the two dimensions of the action direction and actual control right of the grassroots administrative law enforcement departments,has adopted such action strategies as upholding humanistic care,lending authority,and jointly avoiding responsibility so as to cope with the work pressure in the governance scene and improve the governance effect.The emotional-rational operation of law enforcement departments has profound practical logic which is to seek a balance between the multidimensional emotional-rational dimensions,such as improving government governance efficiency,meeting social expectations,maintaining departmental organizational autonomy,and reducing governance risks.This is the practical wisdom formed by the dynamic interaction between"administrative efficiency"and"culture nexus of power".
