"Technology Suspension":Practical Dilemma of Rural Digital Governance and Its Countermeasures——Based on the Experience of County H in Yunnan Province
Digital construction has not only contributed to the change and deep adjustment of rural basic form,but also created an opportunity of the times to promote the reform of rural governance system and governance capacity.However,due to the structural decoupling of technology objectives,technology allocation and technology supply,information tools are suspended above the rural field,which leads to the cyclical dilemma of incremental investment and inefficient operation of the governance system.The investigation experience of County H in Yunnan Province shows that through the transformation of governance mode,the reconstruction of operation mechanism and the reform of supply mode,the local government has not only realized the deep integration of"embedded digital power"and"internal rural foundation",but also laid a solid foundation for integrating digital resources,activating governance subjects and optimizing governance pattern.Facing the future,we should continue to exert the spillover effect of high-level intelligent technology,expand the network of rural relations and integrate local governance resources,so as to realize good order and good governance in rural areas.
