场景化嵌套与新技术驱动:城市民族事务治理现代化的新画像探赜
Scenario Nesting and Being Driven by New Technology:A New Portrait Study on the Modernization of Urban Ethnic Affairs Governance

摘要
城市民族事务治理是民族事务治理的重要实践场域,也是国家治理现代化的有机组成部分.城市民族事务治理在基础样态上已经初步构建起城市民族事务治理体制,但在实践中依然面临着困境:城市民族事务治理中多元主体与跨部门协作模式有待完善;提取与应用城市新情境中的资源和技术等要素不足;忽视了与城市社会风险治理的协同联动.数字时代的城市民族事务治理构设了新画像,即场景化设计与新技术运用,其内在逻辑展现为场景化嵌套与新技术驱动,并从场景、技术、机制及法治四个方向对推进城市民族事务治理现代化提出了建议.
Abstract
Urban ethnic affairs governance is an important practice field of ethnic affairs governance,and also an organic part of the modernization of national governance.In terms of the basic pattern,urban ethnic affairs governance has initially constructed the system of urban ethnic affairs governance,but the practice still faces difficulties:the multi-subject and cross-department cooperation mode of urban ethnic affairs governance is to be improved;resources and technologies extracted from and applied into new urban situations are insufficient;and the coordination with urban social risk management is ignored.Urban ethnic affairs governance in the digital era has constructed a new portrait,that is,scenario design and new technology application.Its inherent logic display is scenario nesting and being driven by new technology.Finally,suggestions are put forward on promoting the modernization of urban ethnic affairs governance from four directions of scenario,technology,mechanism and rule of law.
