财政支出结构对民族地区高质量发展的影响研究

摘要
财政对新时代民族地区的高质量发展至关重要.研究通过熵值法,从经济发展、创新驱动、民生福祉、绿色生态、安全保障五个维度评估民族地区的高质量发展指数,并采用面板回归模型分析了财政支出结构对高质量发展的影响.研究表明:民族地区财政支出责任重大,主要集中在民生性支出和生产性支出;尽管民族地区高质量发展综合指数低于全国,但呈上升趋势;地方财政支出对民族地区高质量发展具有综合激励效应,由大到小依次为生产性支出、民生性支出和服务性支出.为提升地方财政支出激励效应,政府需加大投入并优化支出结构,突出重点支出方向.
Abstract
Fisc is crucial to high-quality development of areas with large ethnic minority populations in the new era.With the help of the entropy method,the article evaluates the development index of areas with large ethnic minority populations from five dimensions of economy,innovation,people's well-being,ecology and security,and analyzes the impact of fiscal expenditure structure on high-quality development by using the panel regression models.The results show that the fiscal expenditure responsibility of areas with large ethnic minority populations is great,which is mainly composed of livelihood and productive expenditures;although the development index of areas with large ethnic minority populations is lower than that of the whole country,it is on the rise;and the local fiscal expenditure has a comprehensive incentive effect on high-quality development of areas with large ethnic minority populations,which is,in descending order,productive expenditure,livelihood expenditure and service expenditure.To enhance the incentive effect of local fiscal expenditure,the government should increase investment and optimize the expenditure structure,and highlight the key expenditure directions.
