公共服务失败研究的新视角和新议题

摘要
近年来,公共服务失败作为理解和研究公共服务的新议题而受到关注.公共服务失败虽然是一个新概念,但本质上其关注的问题却贯穿于公共服务研究的始终,并随着公共服务生产逻辑的嬗变而不断演化.公共服务逻辑对整体性、开放性服务系统的强调以及对公共价值目标的追寻为理解公共服务失败提供了新的面向.在分析公共服务失败概念演进的基础上,从价值共创和行为互动两个新视角阐释了公共服务失败研究的焦点.在双重视角整合的基础上提出公共服务失败的概念内涵与类别划分、公共服务失败的发生机制与因果机理、公共服务失败及其影响评估、公共服务治理等研究新议题,以期丰富和发展中国情境下公共服务失败及其治理的理论、方法和知识体系.
Abstract
In recent years,public service failure has gained attention as a new topic to understand and study public service issues.Though public service failure is an emerging concept,the related issues have always been studied in public service research and evolved with the transmutation of the public service production logic.In the post-new public management era,the emphasis of public service logic on holistic and open service systems and its pursuit of public value goals provides a new orientation for understanding public service failure.Based on the evolution of the public service failure concept,this study illustrates the focus of public service failure research from the perspectives of value co-creation and behavioral interaction,and proposes four new research topics includes the conceptualization and categorization of public service failures,the mechanisms of occurrence and causal mechanisms of public service failure,the assessment of public service failures and their impacts,and the governance of public services.The above topics are expected to enrich and develop the theory,methodology and knowledge system of public service failure and its governance in Chinese context.
