Research on Planning Methods for Rural Clusters in Urban Fringe Under Resource Orientation:A Case Study of Five Villages in Fuyang,Hangzhou
With the rapid urbanization, the urban fringe,as a transitional zone with frequent penetration of urban and rural elements, has become a focused area with the most active socio-economic but more prominent problems. However, under the conventional single-village planning model, the villages in the region are mostly exposed to practical problems such as inefficient use of resources, convergence of industrial patterns, disorderly environmental construction, and poor governance benefits, which hinder the high-quality and coordinated development of urban and rural areas. For this purpose, the paper addressed the current development bottlenecks and proposed cluster planning methods for these villages, guided by the central thread of resources.Based on the systematic interpretation of the background resources, the advantageous resources need to be explored and integrated. Then from the four levels of industrial economy, functional position, spatial construction, and community governance, the key paths of linkage development, staggered complementarity, systemic guidance, and primary level governance were built to facilitate the effective use of resources and socio-economic revitalization. Finally, the clustering planning practice of five villages in Fuyang District,Hangzhou City,Zhejiang Province, was taken as an example to discuss the implementation paths and effect mechanisms, providing reference for the future development of villages in similar areas.
