Research on entrusted operation mode management strategies for urban rail transit PPP projects
With the progression of investment and financing system reforms in China,an increasing number of urban rail transit projects are being constructed using the PPP mode,considering their significance as essential urban public infrastructure with lengthy construction periods and substantial investments.Among the operational and management approaches for urban rail transit PPP projects,the entrusted operation mode is emerging as one of the commonly used modes.This approach leverages the advantages offered by third-party operational entities,including skilled management teams,a pool of professionals,and extensive operational expertise,to enhance the efficiency and benefits derived from the management of urban rail transit systems.Based on the in-depth analysis of the characteristics,advantages,and disadvantages of the entrusted operation mode of urban rail transit PPP projects,this article proposes seven targeted management strategies and applies the entrusted operation mode to the southern section of Tianjin metro line 4 as a typical case to implement the aforementioned management strategy.It then summarizes this management experience to provide guidance for promoting the entrusted operation mode and applying it to urban rail transit PPP projects.
