Research on the discrepancy of the safety assessment norm basis between urban region(suburban)railways and"metros and light rails"before initial operation
The initial operation safety assessment of urban rail transit is a mandatory requirement of relevant national norms.However,the codes GB/T 42334.1-2023 for Safety Assessment of Urban Rail Transit Operation only has three parts,including metros and light rails,monorails,and trams.Therefore,the relevant norms for the safety assessment of urban region(suburban)railways are in urgent need of supplementation.Taking the initial operation safety assessment of the Chuzhou-Nanjing intercity railway(Chuzhou section)as an example,based on the Code for Safety Assessment of Initial Operation of Urban Rail Transit(General Office of the Ministry of Transport Directive[2023]No.56)of the Ministry of Transport,and according to the design parameters of each system of this project,drawing on the excellent practices of the preemptive cities in China,on the basis of referring to the safety assessment norms before the operation of"metros and light rails",the discrepancies are comprehensively resolved.Through expert review,a special report is formed,and after approval by relevant departments,it becomes the basis for the initial operation safety assessment of this project,temporarily filling the gap in the basis for the initial operation safety assessment of urban region(suburban)railways in China.
