基于城轨智能运维的应急管理体系构建研究

当前我国城轨应急管理体系及处置能力较弱,存在预警、应急处置、响应联动机制不健全,以及设备状态监测有盲点等弊端,城轨应急管理体系建设相对落后.以5G、工业互联网、人工智能和大数据等为背景的新基建时代对城轨应急管理提出即时响应、快速应对、高效处置、协同作战、提前防范和预防以及全阶段管理的要求,因此搭建基于智能运维的应急管理体系可以更好实现城轨的安全运营.文章通过分析城轨应急管理必要性、应急管理体系的主要内容和基于智能运维的应急管理发展趋势,对基于城轨智能运维的应急管理体系基本框架、处置流程进行研究,并对建设步骤及建设内容提出建议.
Research on the emergency management system construction based on intelligent operation and maintenance for urban rail transit
At present,the construction of China's urban rail emergency management system is relatively backward,with weak disposal capabilities,incomplete mechanisms for early warning,emergency and coordination response,and blind spots in equipment status monitoring.In the new infrastructure era based on 5G communication,industrial Internet,artificial intelligence and big data,the full stage management requirements of immediate response,rapid response,efficient disposal,coordinated operation,early prevention are put forward for urban rail emergency management.Therefore,building an emergency management system based on intelligent operation and maintenance can better realize the safe operation on urban rail.The article analyzes the necessity of emergency management for urban rail transit,as well as the main content of emergency management system and the development trend of emergency management based on intelligent operation and maintenance.It studies the basic framework and disposal process of emergency management system based on intelligent operation and maintenance of urban rail transit,and provides preliminary suggestions for the construction steps and content.
