Energy Policies and Synergetic Development of Energy,Environment and Economy
Based on 2822 energy industry policies from 2000 to 2021,this paper adopts the method of combining text mining with manual scoring to conduct multiple combination quantitative analysis of energy industry policies from two major energy categories,fossil and non-fossil,and three types of measures,which includes administration,guidance and incentive.It uses the unexpected super efficiency SBM model to measure energy-environment-economic efficiency and explores the impact of energy industry policies on the synergetic development of energy,environment and economy.Research shows that:① The overall effectiveness of energy policies shows a fluctuating trend,with the average effectiveness almost remaining stable;② There are differences in the overall effectiveness of policies for the two major energy categories of fossil and non-fossil,three types of measures,and ten sub categories of energy;③ Fossil energy guiding policies and non-fossil energy incentive policies can significantly improve energy-environment-economic efficiency.Both non-fossil energy and fossil energy administrative policies have inhibitory effects,and the results are robust.The fossil energy guidance policies in the eastern and northeastern regions,as well as the non-fossil energy incentive policies in the central region,have a positive promoting effect,while the policy effects in the western region are not significant.
