摘要

教育管理的思维本质是一种垂直型的权力结构,而教育治理的思维本质是一种水平化的权力结构.学校治理体系变革,就是由单一的政府管理向学校公共治理的变革,由垂直化权力结构向水平化权力结构的转变.学校公共治理模型的要素包括三个闭环:主体关系,权力运行,体系重塑.学校内部治理体系模型是"三治"鼎立结构:法治——全面、全程依法治校;共治——利益攸关方共同治理;专治——学校专业化自主治理.

Abstract

The thinking essence of education management is a vertical power structure while that of education governance is a horizontal power structure.The transformation of the school governance system is the transformation from single government management to schools'public governance,and from a vertical power structure to a horizontal one.The elements of the schools'public governance model include three closed loops of subject relationships,power operation,and system reshaping.Its internal governance system model is a tripartite structure of"three types of governance":rule of law-comprehensive and full-scale gover-nance of the school in accordance with the law;co-governance-joint governance by stakeholders;special governance-professional and independent governance of the school.
