在促进教育公平而有质量发展的过程中,教育集团化办学是一种颇受关注并广泛运用的模式.尽管经历了 20 年左右的实践,但集团化办学依然存在机制不全、活力不足、运行不畅等问题.上海市新普陀教育集团以现代教育治理理念为引领,以统筹教育资源、促进区域教育优质均衡发展为理念,秉持教育"共同体"和"生态圈"意识,提出并践行"基础管理常态化、校区管理自主化、项目创建特色化",以及"文化共融、制度共建、教学共研、师资共育"的发展模式,创新集团化办学的思维范式和运行路径,打造了内生型、紧密型办学集团,促进了集团各校的高质量发展.
Exploring the Practice of Building a High-quality Education Ecosystem Based on the Construction of Education Group—Taking Shanghai New Putuo Primary Education Group as an Example
In the process of promoting the fair and quality development of education,school management by education groups is a model that attracts considerable attention and is widely used.Although it has been in existence for about 20 years,there are still some problems in this model such as incomplete mechanism,insufficient vitality and poor operation in the general sense.Shanghai New Putuo Primary Education Group adheres to the concept of modern education governance,practices the idea of coor-dinating education resources and improving the quality and balanced development of regional education,and raises the awareness of education"community"and"ecosystem".It also proposes and implements"regular basic management,independent campus management,and unique project creation"as well as the development model of"cultural integration,co-construction in the sys-tem,co-research in teaching,and co-training of teaching staff",innovates the thinking paradigm and operation path of group edu-cation,creates a compact education group capable of endogenous growth to promote the high-quality development of each school within the group.
