校外教育既要立足学生的补充性需求,又要回归教育的公益性本质.经历了公主私辅、公兴私盛与公弱私乱等阶段,校外教育发展面临着政策激励、规范引导及政策约束的转向调整,以应对利益驱动之下乱象丛生的现实困境.应当坚持从行业自律性、行政主导性和家校协同性等多角度出发,切实提升人民群众在公私分化校外教育中的获得感和满意度.
From Separation to Healing:Policy Evolution and Governance Transformation of Off-campus Education
Off-campus education should not only be based on the supplementary needs of students,but also return to the na-ture of public welfare of education.After experiencing the stages of an emphasis on education at school with private supplementa-ry tutoring,a focus on education at school with popularity of private tutoring and a decline in the quality of education at school with a chaotic private tutoring market,the development of off-campus education is also facing the shift and adjustment from policy sup-port,normative guidance to policy constraints in order to cope with the realistic dilemma of a chaotic tutoring market driven by in-terests.Off-campus education should adhere to industry self-regulation,administrative leadership and family-school collabora-tion,and effectively enhance the people's sense of gain and satisfaction of off-campus education when public education is separat-ed from private tutoring.
