中小学教师评价的国际经验与反思

摘要
如何进行有效的教师评价是各国共同关注的话题.按照建立的分析框架,重点考察了英国、新加坡、葡萄牙和智利等国家的教师评价经验并进行了反思.主要的经验是:评价的目的设定兼顾认证和发展,评价的内容注重有法可依,评价的组织与实施强调专业化,评价结果处理注意问责与改进的平衡.启示是:在理论上去分析和研究教师评价实施面临的主要问题,在实践上做好教师评价实施的专业性保障.
Abstract
How to conduct effective teacher evaluation is a topic of common concern among countries.Based on the estab-lished analytical framework,the teacher evaluation experience of countries such as the UK,Singapore,Portugal,and Chile were ex-amined and reflected on.The main experience includes the following aspects:the purpose of evaluation is to set rules for and fo-cus on certification and development,the content of evaluation emphasizes legal basis,the organization and implementation of evaluation highlights professionalism,and the handling of evaluation results focuses on a balance between accountability and im-provement.Based on that,we can get the following reference that we should analyze and study the main problems faced by the im-plementation of teacher evaluation by means of the theory,and should ensure the professionalism in actual practice.
