乡村小学教师建设出现了"选调走"和"不用下"的"新动向".如不及时有效地防范,乡村小学教师队伍将面临"结构坍缩化"和"信念异质化"的问题.为留住优秀师资,应实施乡村小学教师工资倍增和职称自然晋聘计划;应创新乡村小学教育人力资源管理制度,通过入口、出口、编制、班额等方面的改革,优化乡村小学教师队伍;应实施乡村教育自信提振工程,增强乡村小学教师队伍的内生动力.
The New Trends in the Construction of Teacher Team in Rural Primary Schools:Problems and Precaution
In recent years,there have been some new trends in the construction of teacher teams in rural primary schools.For example,some excellent rural primary school teachers are selected and transferred into urban primary schools,and county-level governments no longer assign new teachers to rural primary schools.If no effective measures are taken,the construction of teacher teams in rural primary schools will face such problems as structural collapse and heterogeneous belief.In order to retain good teachers,it is important to double teachers'salary and implement the plan for gradually upgrading these teachers'academic job titles;it is necessary to innovate the human resource management system in rural primary schools to optimize the construction of teacher teams through the reforms in recruitment,job transfer,officially budgeted posts,and class size;and it is necessary to cultivate self-confidence in rural education in order to enhance the intrinsic motivation of rural primary school teachers.
