摘要

为应对水上交通快速发展过程中应急管理方面出现的各类问题,根据水上突发事件的特点与应急响应流程,分析苏州市水上交通应急管理系统建设存在的问题和其现实需求.在此基础上设计水上应急管理系统的主要功能模块,并提出系统总体架构,以全面提升苏州市水上突发事件应急处置水平,保障水上交通安全,为各地建设水上交通应急管理系统提供经验借鉴.

Abstract

In order to deal with various problems in emergency management in the process of rapid development of water traffic,analyzes the problems existing in the construction of water traffic emergency management system in Suzhou City and its practical needs according to the characteristics and response procedures of water emergencies.On this basis,the main func-tional modules of water emergency management system are designed,and the overall system architecture is proposed,so as to comprehensively improve the emergency response level of water emergencies in Suzhou City,ensure the safety of water traf-fic,and provide experience and reference for the construction of water traffic emergency management systems in various places.
