The Evolution of Chinese Special Educational Policies Since the 21st Century:History,Characteristics and Enlightenment
The changes in special education policies reflect a society's concern for the disabled population and the pursuit of equal educational opportunities.The 17th National Congress of the Communist Party of China proposed"caring for special education",and then the 18th National Con-gress of the Communist Party of China requested"supporting special education".The 19th National Congress of the Communist Party of China emphasized"upgrading special education well",and the 20th National Congress of the Communist Party of China emphasized the"inclusive development"of special education.Since the 21st century,the evolution of special education policies has gone through an exploration period of efficient popularization,an improvement period of universal bal-ance,a consolidation period of resource guarantee,and a flourishing period of comprehensive deep-ening.It has presented characteristics such as the inclusive and integrated concept of special educa-tion,the extension of the two ends of the special education system,and the humanization of the value orientation of special education.In the future,the policy development of special education in China should increase financial investment,strengthen the training and cultivation of teachers,and improve the level of curriculum construction.
