A Three-dimensional Review and Outlook of Inclusive Education Policy Changes in China
Inclusive education policies guarantee the right of access to general education for stu-dents with disabilities and are essential for the development of their potentials.The reform and devel-opment of inclusive education is driven,guided and adjusted by policies,which reflect the underly-ing ideologies and assumptions in society.This paper uses the three-dimensional analysis framework of"tool-factor-time"to analyze the history of inclusive education policy changes in China.The study found that China's inclusive education policy has gone through four stages:solving the difficul-ties of enrolling children with disabilities in ordinary schools,expanding the scale of inclusive educa-tion,balancing scale and quality,and moving toward the development of high-quality inclusive edu-cation.Along with the transformation of government functions and the development of inclusive edu-cation,the selection of tools and their combinations in inclusive education policies have become more scientific and effective,and the support elements in inclusive education policies have become more adapted to the individual needs of students with disabilities.In order to achieve the goal of in-clusive education at the stage of high-quality development,future policies on inclusive education should be developed by means of top-level design to promote the rule of law in inclusive education,reasonably combining multiple policy tools to solve the dilemma of inclusive education,and optimiz-ing the content of inclusive education policies to improve the support elements of inclusive educa-tion.
