The Essence of"Quality of Vocational Education"——An Investigation Based on Phenomenological Methods
"Policy-driven,top-down,and evaluation-supervision-oriented"is the enduring prac-tice model of the quality improvement of vocational education in China,and the current"high-quali-ty development of vocational education"also follows this model.However,when examined from the phenomenological perspective,the rationality of this model and its intrinsic view of quality is imme-diately questionable.The policy-led and"external-heuristic"model reflects the quality view of voca-tional education based on theoretical rationality.This logic path and this quality view covered by the background of large-scale industrial production model,the evaluation-oriented operation model,many policies,the identities and roles of the parties involved are all un-reflected presuppositions and should be suspended.After such restoration,we can"see"that the feeling and experience of teach-ers and students is the cornerstone of the quality of vocational education based on the intrinsic intu-ition,and the true essence of the quality of vocational education is that teachers and students pursue excellence,constantly transcend the ordinary life and their own being.Its core is interest and free-dom,not to meet predetermined external standards,nor daily educational activities should be always aimed at the goal.Inspired by this,the high quality development of vocational education should focus on optimizing the quality management system and policies,and decision-makers and managers should restrain their accelerating impulse of"making policies",motivate teachers with value-orient-ed quality culture,and pay attention to the improvement of students'learning experience.
