Evidence-based Governance in Universities:Value Implications,Practical Difficulties,and Breakthrough Paths
Evidence-based governance in universities refers to the process in which multiple gov-ernance entities take evidence as the core,integrate the subjective experience of leaders,research ev-idence,and stakeholder values,and scientifically,accurately,collaboratively,and efficiently govern higher education institutions.Promoting evidence-based governance in universities is a new require-ment put forward by the construction of a strong higher education country.Evidence-based gover-nance is an objective need for universities to show the spirit of democracy and science in their opera-tion,a practical need for modernization of university governance in the era of big data,and an inevita-ble choice to build a bridge between theory and practice.Currently,evidence-based governance in Chinese universities is facing three challenges:firstly,evidence-based literacy of decision-makers is insufficient;secondly,there is a lack of evidence data development and sharing;and thirdly,the evidence-based governance mechanism is not smooth.In the future,we should first attach impor-tance to the cultivation of evidence-based talents and enhance the evidence-based literacy of deci-sion-makers.Secondly,we should attach importance to evidence-based evidence and establish evi-dence-based databases in universities.Thirdly,we should attach importance to evidence-based deci-sion-making and improve the decision-making mechanism in universities.
