Does the Implementation of Higher Education Informatization Promote the"Quality and Efficiency"of Higher Education?——An Empirical Study Based on DID Method
Abstrcat:The informationization of higher education is an innovative force in the development of educational informationization in China,and it is also an important field in which educational infor-mationization produces experience,models and achievements.The implementation effect of higher education informatization policy is related to whether the policy objectives can be achieved on sched-ule,and affects whether the informatization construction of higher education can lead higher educa-tion to"improve quality and increase efficiency".Based on the theoretical analysis framework of poli-cy network,through the double difference method,we can explore the role and influence mechanism of higher informatization policy implementation and higher education quality improvement.The em-pirical results show that the implementation of higher education informatization policy can promote the improvement of higher education quality,but the mediating effects of policy network structure factors and policy implementation subject factors on the improvement of higher education quality show complex changes.Therefore,it is necessary to further optimize the network ecology of higher ed-ucation informatization policy,strengthen the network interaction among actors of higher education informatization policy,and give full play to the characteristics of the network as main body of higher education informatization policy implementation,so as to further enhance the implementation effect of higher education informatization policy.
