从20世纪70年代起,治理进入人们的视野更多是源自学术研究的需要,现代国家在发展公共事业上面临的困境让学术界引入了治理理论和分析框架.治理研究的跨学科性使有关理论迁移到大学组织上,造成了治理话语的滥觞.当治理成为一种政策语境上的"时尚"时,我们最需要关注的是整个社会对大学治理的认知形态.互联网社会的崛起和现代信息技术的普及加速了大学声誉符号化,所有人都渴望利用精确的管理手段和流行的理论创造绩效.当"治理大学"的需求超越了大学的"可治理性"时,治理的符号意义就超越了其真实价值.治理对大学真正的作用在于其能与知识创新组织进行对接,唯有提升组织学习能力与制度创新能力才能重塑大学治理的质量.
What Kind of University Governance Do We Need
Since the 1970s,governance has come into people's view more out of research needs.The difficulties faced by modern countries in developing public utilities have led the academic com-munity to introduce governance theory and analytical frameworks.The interdisciplinary nature of gov-ernance research enables it to be transferred to university organizations,leading to the emergence of governance discourse.When governance becomes a"fashion"in the policy context,what we need to pay most attention to is the cognitive form of the entire society towards university governance.The rise of the internet society and the popularization of modern information technology have accelerated the symbolization of university reputation,and everyone is eager to use precise management methods and popular theories to generate performance.When the demand for governance goes beyond"gov-ernability",the symbolic meaning of university governance goes beyond its true value.The true role of governance for universities lies in whether they can connect with knowledge from innovation orga-nizations,only by enhancing organizational learning and institutional innovation capabilities can we reshape the quality of university governance.
