The Historical Exploration and Practical Logic of the Classified Development of Universities in China
Achieving classified development among universities is not only an inevitable require-ment of the popularization of higher education but also a necessary path to building a powerful higher education nation.Relying on the theory of historical institutionalism and based on the textual analy-sis of policy documents from the central government and its functional departments,it has been dis-covered that over the past 70 years since the founding of the People's Republic of China,the classi-fied development of universities has gone through four stages:exploratory construction,restoration and adjustment,standardization,and innovation and deepening.These stages embody practical log-ics such as baseline thinking,unbalanced development,the establishment of a knowledge society,and promotion through evaluation,which guide the direction of the classified development of univer-sities.In the future,it is necessary to draw on historical experience and,according to the new trends in the transformation of social contradictions in the new era,construct an inclusive policy framework for the classified development of universities to develop a diverse,equitable,and high-quality higher education system.
