Realistic Block and Promotion Strategy for the Implementation of Classified Development Policy in Colleges and Universities——Analysis Based on the Smith Policy Implementation Process Model
The effective implementation of the classified development policy of colleges and uni-versities is the key to guide Chinese colleges and universities to create first-class multiple types and deepen the comprehensive classification reform of colleges and universities.Based on Smith's Policy Implementation Process Model,the paper discusses the classified development policy implementa-tion process of Chinese colleges and universities in four dimensions:policy ontology,executive insti-tutions,target groups and policy environment.It is found that in the process of implementing the clas-sified development policy,colleges and universities are confronted with the inherent limitations of the classified policy system,the lack of motivation of the provincial government to implement the pol-icy,the deviation of development cognition caused by the conflict of interests,and the lack of social recognition of the classified development strategy.In order to achieve the ideal effect of policy imple-mentation,we can continue to explore the following aspects in the future:optimizing the top-level de-sign of policies and improving the classified development policy system of colleges and universities;strengthening the motivation of the implementing institutions and improving the effectiveness of the classified development policy of colleges and universities;deepening the target group cognition and expanding colleges and universities classified development policy participation;and purifying the en-vironment of policy implementation and reshaping the policy ecology of classified development of col-leges and universities.
