公共价值视域下职业教育治理的现实困境与推进策略

职业教育治理是国家教育治理体系的重要构成部分,构建多元主体共同治理格局是当下职业教育治理亟待解决的重要课题.研究表明,职业教育多元主体之间的利益冲突是阻碍多元共治的主要症结,其本质反映的是多元价值之间的冲突.公共价值理论超越了传统公共行政范式和新公共管理范式对单一价值目标追求的局限,关注集体偏好,有效整合多元价值,要求多元主体参与政治协商表达,把职业教育治理提高到公共价值创造的高度,为职业教育治理提供了新的思路与方法.基于公共价值战略三角模型,从公共价值、合法性与支持、运作能力三个维度分析职业教育治理,发现职业教育治理存在价值理念冲突、合法性与支持不足和运行管理低效等问题,公共管理者为实现职业教育多元共治应该增强价值使命,着力凝聚多元主体价值共识;加强政治管理,有效引导多元主体参与治理;提升运行能力,建立多元主体共同治理机制.
The Realistic Dilemma and Promotion Strategies of Vocational Education Governance under the Perspective of Public Value
Vocational education governance is an important component of the national education governance system,and the formation of a common governance pattern of multiple subjects is an im-portant issue that needs to be solved in vocational education governance.Research has shown that the conflict of interests between the multiple subjects of vocational education is the main obstacle to pluralistic co-governance,which essentially reflects the conflict between multiple values.Public val-ue theory transcends the limitations of the traditional public administration paradigm and the new public management paradigm in the pursuit of a single value goal,pays attention to collective prefer-ences,effectively integrates pluralistic values,requires the participation of pluralistic subjects in the expression of political consultation,raises the governance of vocational education to the height of public value,and provides a new way of thinking and methodology for the governance of vocational education.Based on the strategic triangle model of public value,vocational education governance is analyzed in three dimensions:public value,legitimacy and support,and operational capacity,and it is found that there are problems of conflicting values,insufficient legitimacy and support,and ineffec-tive operation and management in the governance of vocational education.To realize the pluralistic co-governance of vocational education,it is necessary to enhance the mission of values,focus on the cohesion of value consensus among pluralistic subjects,strengthen the political management,effec-tively guide the participation of pluralistic subjects in the governance,enhance the operation capabil-ity,and establish the mechanism of common governance among pluralistic subjects.
