教育治理现代化视域下高校"双肩挑"制度的设置依据、运行困境与优化策略

在高校人力资源优化配置中,"双肩挑"制度设置具有一定的理论与现实依据,其有利于优化人才选拔与队伍结构、降低管理与用人成本、提升教学与管理质量、克服行政意识和官僚作风、促进不同类型人员职业发展,但同时也面临着角色定位、时间冲突、岗位设置、资源配置、激励不足等现实困境."双肩挑"制度的优化首先需要合理设置高校"双肩挑"岗位、科学制定"双肩挑"岗位目标以及有效匹配"双肩挑"岗位教师,同时在制度运行中重视对"双肩挑"干部的选拔和培育、建立合理的"双肩挑"干部考评机制、完善"双肩挑"干部的任期与转换制度和健全对"双肩挑"干部的激励机制.
The Setting Basis,Operational Dilemmas and Optimization Strategies of the"Double Shoulder"System in Universities from the Perspective of Modernization of Educational Governance
In the optimization and allocation of human resources in universities,the design of the"double shoulder"system has certain theoretical and practical basis.It is conducive to optimizing talent selection and team structure,reducing management and employment costs,improving teaching and management quality,overcoming administrative awareness and bureaucratic work style,and pro-moting the career development of different types of personnel.However,it also faces practical diffi-culties such as role positioning,time conflicts,job settings,resource allocation,and insufficient in-centives.The optimization of the"double shoulder"system first requires the reasonable setting of"double shoulder"positions in universities,the scientific formulation of"double shoulder"position goals,and the effective matching of"double shoulder"position teachers.At the same time,in the operation of the system,attention should be paid to the selection and cultivation of"double shoulder"cadres,the establishment of a reasonable"double shoulder"cadre evaluation mechanism,the im-provement of the term and conversion system of"double shoulder"cadres,and the improvement of incentive mechanisms for"double shoulder"cadres.
