The Setting Basis,Operational Dilemmas and Optimization Strategies of the"Double Shoulder"System in Universities from the Perspective of Modernization of Educational Governance
In the optimization and allocation of human resources in universities, the design of the"double shoulder"system has certain theoretical and practical basis. It is conducive to optimizing talent selection and team structure, reducing management and employment costs, improving teaching and management quality, overcoming administrative awareness and bureaucratic work style, and pro-moting the career development of different types of personnel. However,it also faces practical diffi-culties such as role positioning, time conflicts, job settings, resource allocation, and insufficient in-centives.The optimization of the"double shoulder"system first requires the reasonable setting of"double shoulder"positions in universities, the scientific formulation of"double shoulder"position goals, and the effective matching of"double shoulder"position teachers. At the same time,in the operation of the system, attention should be paid to the selection and cultivation of"double shoulder"cadres, the establishment of a reasonable"double shoulder"cadre evaluation mechanism, the im-provement of the term and conversion system of"double shoulder"cadres, and the improvement of incentive mechanisms for"double shoulder"cadres.
