The system of teachers'professional ethics is an important part of the construction of teacher morality in higher educational institutions,and it is committed to the pursuit of justice in pro-moting the professional development of teachers and building the order of education and life.Due to the origin of institutional instrumentalism and the influence of the logic of the system itself,the con-struction of teachers'professional ethics system in colleges and universities has fallen into the pre-dicament of system construction,selection,execution and evaluation.Based on the theory of reflec-tive modernity,risk can be regarded as an internal variable of the modernity system,which provides the means to strengthen the reflective monitoring of the system,carrying out the reflective system re-production with a radical participation attitude,and solving the rule dilemma encountered in the con-struction of the teacher's moral system.Specifically,colleges and universities,to crack the dilemma of the modernity of the rules of the construction of the teacher ethics system,need to publicize the re-flective awareness of the system,and make breakthroughs in the aspects of system structure,value orientation,rule operation,and goal achievement,so as to realize the two-way promotion of the con-struction of the teachers'professional ethics system and the cultivation of teacher's morality.
