International Experience and China's Strategy in Promoting Inclusive Preschool Education
Promoting the development of inclusive preschool education is a major trend and signifi-cant action in the global pursuit of fair and high-quality preschool education.Western developed coun-tries adhere to the high-quality orientation of inclusive preschool education.UNESCO,EU and OECD have accumulated some experience in guiding fair and high-quality policies and systems,construct-ing a child-centered quality framework system and forming quality-oriented educational evaluation and monitoring system.They show three characteristics of sustainability,hierarchy and integration,including the pursuit of lifelong sustainable development based on the equality of early childhood ed-ucation,the construction of multi-layer support system based on social ecological theory and the sup-port of multidimensional quality indicators to form an overall comprehensive monitoring.On the ba-sis of international experience,China has creatively explored strategies with local characteristics to promote the high-quality development of inclusive preschool education by attaching great importance to promoting the goal of universal benefits and ensuring the quality and fairness of inclusive pre-school education,strengthening the support of multiple systems and creating a friendly ecology for in-clusive preschool education,deepening the reform of education governance and promoting the im-provement of the quality of inclusive preschool education.
