The Connotation Characteristics,Operation Mechanism and Practical Approach of Local Education Governance
Local education governance is an important support for the construction of high-quali-ty education system.As the embodiment of the theory of governance in the development of local edu-cation,it inherits the historical experience of traditional public administration and new public man-agement and applies the theoretical innovation of governance to the local education,showing three connotation characteristics:the broad recognition of co-existence relationships,the active participa-tion in decentralization and deliberation,and the continuous pursuit of"public good".The operation mechanism of local education governance to promote the high-quality development of education is al-so composed by the complement of the co-existence relationship of multiple subjects,decentraliza-tion and deliberation,and"public good".Therefore,the practical approach of the government,schools and society to implement local education governance is reflected in the following three as-pects:the establishment of co-existence relations and the cohesion of value pursuit;improving evalu-ation systems,balancing decentralization and deliberation;and stimulating the vitality of schools and implement independent space.These approaches ensure the effective governance of local education.
