摘要
长期以来,我国中小学校的领导体制不断调整、逐渐完善,以适应时代的变化和教育发展的需要.中小学校领导体制改革始终坚持和加强党的全面领导,始终聚焦培养社会主义建设者和接班人,体现了实事求是的思想路线、自我革命的政治勇气和为人民服务的根本宗旨.新时代加强党对中小学校的领导、贯彻党的教育方针、推进学校治理体系和治理能力现代化,需要在社会整体上把握中小学校领导体制改革与经济社会发展的关系、在顶层设计上关注中小学校领导体制改革与教育规律的关系、在办学治校上理顺党的领导与校长负责的关系、在治理体系上协调学校权力运行制度设计与监督机制的关系.
Abstract
For a long time,the leadership system of primary and secondary schools in our country has been continuously adjusted and gradually improved to adapt to the changes of the times and the needs of educational development.The reform of the leadership system in primary and secondary schools has always revolved around adhering to and strengthening the comprehensive leadership of the Party,and has always focused on cultivating socialist builders and successors,reflecting the ideo-logical line of seeking truth from facts,the political courage of self-revolution,and the fundamental purpose of serving the people.In the new era,to strengthen the leadership of the Party over primary and secondary schools,implement the Party's educational policies,and promote the modernization of the school governance system and governance capabilities,it is necessary to grasp the relationship between the reform of the leadership system in primary and secondary schools and economic and so-cial development as a whole,pay attention to the relationship between the reform of the leadership system in primary and secondary schools and the laws of education in top-level design,clarify the re-lationship between the Party's leadership and the principal's responsibility in school management,and coordinate the relationship between the design of the school power operation system and the su-pervision mechanism in the governance system.
