高等教育国际话语权的时空演变与中国行动方略——基于世界大学排名的数据分析

摘要
高等教育国际话语权是中国国际话语权的重要组成部分,提高高等教育国际话语权既是历史使命,也是时代责任.基于对四种世界大学排行榜中的前500名大学进行数据分析,构建地理集中指数和高等教育国际话语权指数,从历时态变迁与共时态演变两个维度看,高等教育国际话语权虽高度集中于传统高等教育中心群,但逐渐呈现多中心分布的趋势;欧美等高等教育发达国家的高等教育国际话语权虽显著提高,但其整体呈现减弱趋势;中国高等教育国际话语权虽较弱,但整体呈现增强趋势.高等教育国际话语权具有动态生成性、发展渐进性、不确定性的特征.因此,要保持争取中国高等教育国际话语权的战略自信与战略定力;做好争取中国高等教育国际话语权的顶层设计与战略谋划;夯实争取中国高等教育国际话语权的国内根基.
Abstract
The international discourse power in higher education is an important part of China's international discourse power,and improving the international discourse power in higher education is both a historical mission and a responsibility of the times.Based on data analysis of the top 500 uni-versities in four world university rankings,this paper constructs a geographic concentration index and an index of the international discourse power in higher education.From the two dimensions of historical change and co-temporal evolution,the international discourse power in higher education is highly concentrated in the traditional center group,but gradually shows the trend of polycentric dis-tribution.The international discourse power in higher education in developed countries of higher edu-cation,such as Europe and the United States,is notable,but shows a declining trend as a whole.China's discourse power in higher education is weaker,but shows an overall trend of enhancement.The international discourse power in higher education is characterized by dynamic generation,pro-gressiveness and uncertainty.Therefore,to strive for China's international discourse power in higher education,it is necessary to have strategic self-confidence and strategic determination,to improve the top-level design and strategic planning,and to consolidate the domestic foundation.
