In the process of building a scientific and technological powerhouse,higher education needs to fulfill the mission of high-level technological self-reliance and self-improvement,and aim for the development goal of building a world-class technological innovation highland.Higher educa-tion is an indispensable support and key driving force for the construction of scientific and technolo-gical powerhouse.Without a first-class higher education system,it is impossible to build a strong technological country.The empowerment of higher education in the construction of scientific and technological powerhouse is mainly reflected in three aspects:talent empowerment,technological em-powerment,and cultural empowerment,presenting main characteristics such as foundational,criti-cal,and leading.In practice,higher education should clarify its positioning and action direction in empowering the construction of a strong technological country,and adhere to the symbiotic relation-ship between scientific research and talent cultivation in its development strategy.The talent cultiva-tion adopts a combination of innovative and composite talent cultivation.The implementation of re-search strategies is supported by both basic and applied research.The scientific research mode coor-dinates organized scientific research with free exploration.The theories of human capital,knowledge economy,and innovation system have elucidated the theoretical logics for higher education to empow-er a technological country,providing practical guidance for cultivating innovative talents,strengthen-ing basic research,and promoting the transformation of achievements in higher education.Empower-ing the construction of scientific and technological country,the academic evaluation model of higher education also needs to undergo necessary reforms,that is,to eliminate excessive quantitative aca-demic evaluation model,establish an academic evaluation model based on stimulating scholars'aca-demic consciousness,jointly create a healthy academic ecosystem,and promote innovation in the ac-ademic evaluation system led by the spirit of scientists.
