Talent is the core"support point"of high-quality development of colleges and universities,during the university governance center of gravity downward and the connotative development of higher education con-tinues to promote,do a good job in the construction of high-level talents in provincial universities has become an important guarantee for accelerating implement the strategy of strengthening the province with talents and building a talent gathering highland in the new era.Taking J province as an example,the construction of high-level talents in provincial universities has formed a preliminary consensus,focusing on the difficulties and blockages in the process of team construction,analyzing the crux of the problem,and proposing effective coun-termeasures and suggestions for the construction of high-level talents in provincial universities in terms of the promotion of talent policies,improvement of the talent-driven development mechanism,construction of the tal-ent mobility service system,increase in the use of financial inputs,the construction of scientific research plat-forms,and the transformation of the mode of introduction of talents,with a view to contributing to the con-struction of an influential important talent center and innovation highland.Effective countermeasures and sug-gestions for the construction of provincial universities,with a view to building an influential and important tal-ent center and innovation plateau.
