Cross-border teaching and research communities are one of the most important measures to address the current professional development of primary and secondary school teachers. The current cross-border teach-ing and research community mainly serves pre-service teacher training, which makes it difficult to mobilize pri-mary and secondary school teachers'motivation to participate in teaching and research. This paper introduces the Australian Co-design for Curriculum Planning(CDCP)model,an institutionalized and standardized teach-ing and research community, and argues for the construction of a third space for the professional development of primary and secondary school teachers driven by the elements of shared goals, shared setting, shared roles, share curricula, and shared teaching objectives to promote in-depth cooperation between primary and seconda-ry school teachers. In addition, based on the CDCP model and Contextual Model of Curriculum Development, this article attempts to provide a concrete and operationalized path for the implementation of cross-border teaching and research community among universities, primary and secondary schools,as well as to provide a reference for the institutional construction of cross-border teaching and research communities.
